Drawn to the hard, urgent questions
Economist by training and policy adviser by practice, Bianca has spent over 15 years shaping financial consumer protection, education, inclusion and sustainability at the OECD, the Alliance for Financial Inclusion and Child and Youth Finance International — across more than 20 countries in Europe, Southeast Asia, the Middle East and beyond.
She gravitates towards challenging and pressing topics that others hesitate to touch — issues she is passionate about, aligned with her values and worth working for. Independent, evidence-driven and unafraid of a strong position, she turns complex policy problems into brave, workable decisions.


About us — Sona Lalayan, Co-Founder
Turning evidence into policies that work
For almost 20 years, Sona has helped governments across Europe, Central Asia and Southeast Asia design and implement policies that improve people’s financial wellbeing. She turns evidence into practical reforms through policy analysis, international collaboration and stakeholder engagement. She is a central banker that understands what it takes to build national consensus and drive forward difficult reforms. In her experience at the Central Bank of Armenia and the OECD, she has shaped national strategies, built coalitions across government and industry, and supported countries in turning policy commitments into measurable outcomes.
Her expertise spans financial consumer behaviour, financial literacy, consumer protection, financial inclusion, digital finance and behavioural insights — skills she applies to broader public policy and governance challenges.
